The Context: Street Homelessness in Louisville

  • 12,385 people experienced homelessness in 2024, and most were sheltered
  • 1,537 people are chronically homeless and need additional support to get off the streets
  • Louisville is short 1,245 permanent supportive housing units (with 292 units coming soon)
  • Street homelessness is costing Louisvillians over $16,400 per person per year in healthcare costs alone, for a total of $25 million in annual healthcare costs

 

The Answer: Permanent Supportive Housing

Permanent supportive housing:

  • Combines housing, mental healthcare, and social services as a national best practice
  • Targets chronically homeless people through a highly collaborative, centralized process
  • Has a 98% success rate of keeping people housed over the past decade in Louisville
  • Responsible for housing nearly 1,700 Louisvillians last year

 

Why Now?

  1. Community leaders agree that this is a priority to achieve a vibrant city for everyone
  2. Momentum is building with 292 new permanent supportive housing units coming online
  3. Milwaukee has built a roadmap for success by reducing unsheltered homelessness by 90%

 

How Will We Get It Done?

We need to collaborate and work with urgency to tackle this issue. We’ve built a plan based on the same principles that have led to success in cities across the country to significantly reduce street homelessness quickly by prioritizing permanent supportive housing.

 

Home for Good: Phase One

  • National consultant will analyze data, establish goals, and identify Home for Good task force
  • Raise private dollars for support services from Louisville foundations, philanthropists, and organizations
  • Establish flexible housing subsidy fund (using vouchers, governmental funds, and private dollars)

PERMANENT SUPPORTIVE HOUSING

COMBINING HOUSING WITH SUPPORTS TO END STREET HOMELESSNESS

 

Capital for New and Restored Homes

Permanent supportive housing places people in both scattered site units (in existing apartments) and in single site units (in new or restored buildings). Capital is needed for new construction and renovations alike.

Funding Sources:

  • Private bank loans
  • Bond financing
  • Federal Home Loan Bank
  • Low-income housing tax credits (HUD)
  • HOME funds (HUD)
  • Affordable housing trust funds: city, state, and federal

Building Operations to Keep Housing Affordable

Permanent supportive housing helps to cover rent in order to keep housing affordable. A flexible housing subsidy fund can be a mix of vouchers, governmental funds, and private dollars.

  • Rental income
  • Louisville Affordable Housing Trust Fund
  • Private grants

Services to Keep People Housed

An important part of permanent supportive housing is to provide services: case management, housing stabilization services, mental health support, and recovery assistance.

Permanent supportive housing works! Louisville has a 98% success rate of keeping people housed after they’ve moved off the streets—one of the highest in the country and we know this solution is scalable because other cities have proven it.
